Hubei Jubang Petrochemical Successfully Holds 2025 "Double-Blind" Unplanned Emergency Drill

Recently, Hubei Jubang Petrochemical organized its 2025 "double-blind" emergency drill with no pre-planned scenario. This exercise featured no script and no prior notification, closely simulating real-life emergency situations. The goal was to thoroughly test and enhance the company's practical capabilities in handling sudden production safety incidents, as well as to improve the overall effectiveness of its emergency management system.

The exercise simulated a scenario where material leakage occurred due to a failed sealing ring, rapidly escalating into a flash fire and subsequent full-blown blaze. The scenario was carefully designed to closely mirror the factory's actual production processes, making it highly representative and effectively testing the entire emergency response chain—from initial risk identification to controlling the situation as it escalated.

 

During the drill, all stages were seamlessly connected, with responses that were both swift and well-organized. In the initial phase of the simulated incident, frontline employees demonstrated keen risk identification skills and a clear, structured process for reporting information. Team Leader Du Yanyun made accurate judgments, coordinated operations smoothly, and issued decisive instructions for process management, highlighting the solid foundation built through regular training. As the scenario escalated, Site Commander Zheng gave the command, prompting all emergency teams—including disaster relief, pollution control, perimeter security and evacuation, and overall coordination—to spring into action immediately. Each team clearly understood their roles and acted with remarkable speed, effectively uniting their efforts to deliver a highly efficient emergency response. Throughout the exercise, the entire process unfolded smoothly despite the absence of a pre-defined plan, fully showcasing the excellent composure and strong collaborative capabilities of commanders at all levels as well as operational staff under high-pressure conditions.

The drill also highlighted areas for improvement, such as the insufficient sense of urgency and the need to enhance response speed among some part-time firefighters involved in firefighting operations. This issue has already drawn serious attention from the safety and environmental protection department.

This "double-blind" exercise was not only a rigorous "stress test" benchmarked against real-world scenarios but also a vivid lesson in safety education. It once again underscored the ironclad principle that "there are no small matters when it comes to safe production," serving as a stark reminder that even the slightest隐患 can lead to catastrophic consequences. In the post-exercise debrief, Production Director Mr. Zheng emphasized the need to always maintain a profound sense of respect for workplace safety, treating each drill as if it were a real-life battlefield—and continuously refining and optimizing our emergency response mechanisms in the process.

Taking this exercise as an opportunity, the company's Safety & Environmental Department will take the lead in further promoting the regular and refined implementation of emergency training and assessment programs. Our goal is to build a strong team where "everyone understands how to respond, and each workgroup is fully prepared for emergencies," ensuring that every grassroots team can "step up decisively, deliver effectively, and handle situations appropriately" when it matters most. This will firmly establish a robust safety foundation, minimizing the impact of potential accidents and safeguarding the company's sustained, stable operations.
